Minister and Permanent Secretary
Just like any other Bavarian Ministry, the State Ministry of the Interior has a hierarchical structure; in other words it is like a pyramid with the authority moving from the top to the base. At the top of this pyramid are: State Minister Joachim Herrmann (by the way, he is the 51th Minister of the Interior since this ministry was founded) and the Permanent Secretary Gerhard Eck as the Minister's deputy.

All two are members of the Bavarian Council of Ministers. They are appointed by the Minister-President with the approval of the State Parliament.
Within the policy guidelines determined by the Minister-President, the Minister, assisted by his permanent secretary, runs his ministry on an autonomous basis and is accountable to the Bavarian State Parliament. If there is dissent among the departments the cabinet has the final decision.
